Charles E. Bray, Jr., Ed.D., Ph.D., is President of Bray & Associates, a boutique consulting firm targeting Fortune 1000 companies to assist with designing, developing, and implementing corporate supplier diversity and development programs and diversity, equity, and inclusion (DEI) initiatives. Dr. Bray has expertise in the design and execution of corporate diversity, equity, and inclusion (DEI) programs from a global perspective. Charles also designed, implemented, and managed Southern CA Edison’s Supplier Development Program (SCE Supplier University, now called EDGE) and worked closely with SCE Sr. Procurement Managers and Business Units ($4B annual spend) to identify opportunities for diverse firms. Currently, he manages the Small Business Program Office at the Jet Propulsion Laboratory (JPL) in Pasadena, CA. In 2023, JPL spent over $350M with small and diverse business enterprises. Charles earned a Project Management Professional (PMP) certification and has a Balanced Scorecard certification from Kaplan & Norton. Dr. Bray received his Bachelor of Science in Electrical Engineering from Purdue University and his MBA in Finance from Harvard Business School. He received his Doctorate in Education in Organizational Leadership (EDOL) in 2019 and his Ph.D. in Global Leadership and Change in 2023, both from Pepperdine University
